It's just what worked for me.
17-01. Kill the enemies, SAVE, THEN reload.
After 40 reloads EACH on many chapters, this strategy seemed to do the job for me, in like what, four reloads?
If you're looking for other strategies, try 07-02 and 14-01. And don't give up, it is in the game, after all. Just rare.
