Why The Rain Village Is So Insanely High Tech?

The Rain Village is different from any other place in the Naruto world. Unlike the Leaf Village, Sad Village, Mist Village, Cloud Village, and Stone Village, the Mist Village has tall skyscrapers made of metal tubes and pipes. The skyline is much higher than any other village which is weird. We mostly saw the village during the Jiraiya vs Pain fight.

The Land of Rain was the battlefield for the first three Ninja Wars in the Naruto series. So how is the Rain Village so insanely high tech? Is it because of Pain?
