Electric force between the water and the balloon - physics experiment

Rub a balloon on the piece of cotton cloth and then press it against the water. The balloon attract a stream of water. Why ? The water and the balloon are both electrically neutral. When we rub the balloon against the piece of cotton cloth, the balloon gets electrified. Result is attractive electric force between the water and the balloon.
This is physics experiment for science project.
