Pasay seems to fulfill most of my perceptions about Manila as it was - and still is - for most people who can not afford to live in Makati etc.
A crowded place with not much going on for Tourists.

In the middle of this older part of town you can find Pasay Centrale Hotel.

It has some things going for it, if you are determined to be in that particular area.
The best thing about the place is the roof bar. But due to heavy rain, and very steep prices, we did not stay there much.
We spent 2 days in this hotel.
However, I found it to be a rather irritating stay, unfortunately.
One of the 2 elevators was defect, so waiting was the normal, and when it arrived, the elevator was really full. The same when it came back on its way  down.
The room was far from nice, it almost felt like a prison cell.
Old noisy aircon high up in the window so you have to climb on to the table to adjust.
There were no towels, no rug on the floor when we arrived in the room.  The floor was super wet. No water bottles, even if they should be included. Even if I asked for them, we never got them. We also asked for towels, a bucket with scoop for the CR, a rug and 1 garbage bin.  
After hours of trying to get what we were entitled to have in the room, the staff never came back to finish the job, leaving us with no bucket for the CR, no drinking water bottles and no rug for the wet floor.
To be honest this is one of my worst experiences in a hotel that enjoys such high ratings.
I am surprised to see how many guests were there, maybe they just HAD to be in that area?

I would NOT recommend anybody who is not used to slum like areas to go and live in this place.
The whole place just oozes of poverty, old buildings, crowded narrow streets and sidewalks are just a joke.
