In this video, we focus on explaining its essence, where it stems from and the entities that are subjected to this, coupled with how this phenomenon is achieved in the UK (includes answering questions from MPs, weekly close-door sessions, voting for governmental bills, all cabinet members resigning after a no-confidence bill) and its few, but existent adverse effects upon cabinet members. The importance of the existence of collective ministerial responsibility is also elaborated upon, together with its relationship with parliamentary sovereignty. Moreover, a distinction is made between collective ministerial responsibility and individual ministerial responsibility, while the idea of ‘separation of powers’ is also linked to the topic at hand (comment upon the executive and legislative branches), distinguishing this system from the one set up in the US. The two features of collective ministerial responsibility are too, put forward: cabinet confidentiality and cabinet solidarity, comparing the doctrine to the procedure followed by judges deciding upon a judgment in court. Furthermore, it is revealed that the inner workings of the doctrine are set out in the Ministerial Code, which has been, however, on some occasions, put aside.
