1st visa it's price approx =12 to 13k inr max to max 15k
2nd air ticket  in air ticket we have to book 2 ticket or it's depends on you .....
see first ticket we have to do from Delhi to Moscow it cost around max to max 50k inr not more than that.
then after arriving Moscow. you have to go to Novosibirsk and then from Novosibirsk to kemerovo.
so from Moscow to Novosibirsk you may can go though flight or by train. flight cost is around 15K Rubles. and train cost is around upto 5k rubles
so after arriving to Novosibirsk you have to go to kemerovo,it's distance about from Novosibirsk to kemerovo is 300 km
so from Novosibirsk to kemerovo you can go though cab. and price of cab is near around 10k rubles..
so once after arriving to kemerovo or arriving to college you have to pay for
tution fee 1st year=2 lac 35k rubles
hostel=11500 rubles per year
visa extension=1600 rubles
medical check up =15000k rubles
insurance=1800 rubles
