Here's a quick preview of how I managed to add wind to ANY tree, even grass in Unity (built-in render pipeline only, requires compatible shaders to run on URP/HDRP).
I slightly edited the leaf shader to support double-sided rendering (to improve the foliage density).
In this video, I simulated very strongs winds (like a tornado, or a powerful helicopter) to push the simulation to its limits.

The script used to bake the wind is not yet available, a link will be posted here when it is. It has been designed to be flexible, to cover as many cases as possible.
