Study this example situation: George is American. Nobody knows exactly where he is from, but: 'It's assumed that he's from New York' or 'He's assumed to be from New York'. Both these sentences mean: 'People assume that he's from New York.' These are called Personal and Impersonal Passive Constructions. Watch this video and learn more about them.

Compare these:
Present Simple: It's considered that they work hard./They are considered to work hard.
Present Continuous: It's considred that they are working hard./They are considered to be working hard.
Future Simple: It's expected that they'll work hard./They are expected to work hard.
Past: It's reported that they worked hard./They are reported to have worked hard.
