Now that we finally know
Now that we finally know for sure that Hades is Mal’s dad, let’s see if we can figure out who Carlos’s dad is.
First, let’s talk facts and what we do know about Carlos. We know his mom is the evil Cruella Deville, but she never mentions anything about Carlos’s dad or ever being married. Also, the only type of man that would meet up with Cruella would have to be equally as evil as she is.
We also know Carlos's middle name is Oscar, hmm.
Now let’s think about the traits that Carlos has, which could have been passed down from his father. He loves candy, he’s kind of dippy, he loves technology and he lets people push him around (he’s also an excellent dancer but I already ruled out MJ).
With all of that said, here are some possibilities to consider!

THEORY NUMBER 1 - One of the Henchmen; Jasper or Horace
It would be very logical that either Jasper or Horace would be the father of Carlos since they were the only two men that Cruella hung around during the first movie and they are also quite evil, although not as evil as Cruella is. However, my choice between the two would be Jasper as he is flaky like Carlos.
THEORY NUMBER 2 - Jean Pierre Le Pelt
Jean Pierre Le Pelt is really a poacher trying to be a fur designer who becomes Cruella’s partner in crime in the movie “102 Dalmatians”. He's evil like Cruella is making him a perfect candidate for the isle and the two definitely had chemistry going on between them as Cruella actually treated him like an equal.
THEORY NUMBER 3 - Jafar
We have to include Jafar as he is the only man of the villain parents' group and the fact that he and Cruella rarely have anything to say to each other, kind of reminds me of a romance gone wrong, where the phrase “if you don’t have anything nice to say to someone, don’t say anything at all” comes to mind. This would also explain why Jay treats Carlos more like a little brother than just a friend he grew up with.
THEORY NUMBER 4 - Isaac the Author from Once Upon A Time
His name may even be “Oscar” (Carlos’s middle name) as the name Isaac is just an alias of the magic ink author who helped Cruella escape from the attic she was kept in by her mother. He also took Cruella out on a date for a night of dinner and dancing, asked her to run away with him, and used his magic ink to give her the power to control animals.
We also have some more possible options sent by a fan known as "Lil' Red Kelsey" whom we’d like to thank for sharing these theories with us.
Kelsey noted that there is a chance that Cruella and Oscar Diggs of the 2013 Disney movie “Oz” may have crossed paths. Carlos’ middle name is Oscar, and the background, personality, skills, and Digg’s looks can be compared with Carlos.
The second theory Kelsey sent to us involved Cruella former husband, she was married to Mr. Feinberg in Once Upon a Time TV series. The first name of the guy isn't known tho.
Finally, according to Kelsey another option could also be King Candy, aka Turbo, since his costume is white and red and Carlos is tech-savvy and loves candy. If you don't remember this character, he is the main antagonist of Wreck-It Ralph. I must admit this theory is sound!
