NATO Secretary-General Jens Stoltenberg said Tuesday it was a “historic day” as the alliance welcomed Finland as its newest member and said he hoped to shortly welcome its Nordic partner, Sweden, at the summit in Vilnius, Lithuania in July.

Finland was officially welcomed to the fold at a ceremonial flag-raising outside NATO’s headquarters in Brussels, Belgium.

Finnish President Sauli Niinistö also said Tuesday, as Finland became the 31st member of NATO, that his country’s membership in the Western defence alliance is “not targeted against anyone.”

His comments come as Russia said the country’s addition to NATO was “an assault on Russia’s security.”

Russia warned prior to the ceremony on Tuesday that it would take “retaliatory measures” to address what it calls security threats created by Finland’s membership. It said previously it would bolster defences along its border with NATO if the alliance deploys additional troops or equipment to its new member.
