Graph an Equation when the Y Intercept is a Fraction (y=2x+2/3)

Kelly asks for help graphing an equation in slope intercept form when the y-intercept has a fraction in it. I show two ways: 1) Just make a best guess on the graph where the fraction should be or 2) My preferred way: change the scale of the coordinate plane to match the fraction.
