President Trump called Senate Minority Leader Chuck Schumer at 10:45 a.m.  and had a "good, positive conversation" to reach a deal to fund the government, said a personal familiar with the situation. By midnight, the Senate failed to pass a deal by the deadline to keep the government open. CBS News' chief congressional correspondent Nancy Cordes breaks down how it happened.
