LEGO "Brand Store" Set... I Don't Get It!

I don't know what it is about this set... I'm just not a huge fan. Like yes, it does come with some decent pieces and some awesome sticker elements but it just looks incomplete! Also, in my opinion, it is missing a LEGO store employee Minifigure... What's the deal with that. The only reason I would buy this set is to use its parts to create a bigger LEGO store.
