The Horn of Africa is a cauldron of political instability, economic malaise, and chronic violence.  Simultaneously, it is a region of rising regional powers, a crossroads of geopolitical competition between and amongst neo-empires, and various terrorist organizations all seeking to impose their own order.
Situated within these political and security dynamics is the Djibouti Base Cluster (DJBC) of U.S. Africa Command (USAFRICOM).  Composed of Camp Lemonnier, Chabelley Airfield, and the Port of Djibouti, the DJBC is USAFRICOM’s only permanent presence on the continent and the United States’ main lever to exercise military power and influence across the Horn of Africa.
