An interview on the violent career of one of the most feared dacoits to prowl the Chambal. In past,Watched by thousands of cheering spectators, at a well-publicised ceremony at Bhind, Madhya Pradesh, last month, dacoit leader Malkhan Singh and nearly a score of his gang members came in from the ravines of the Chambal to surrender their arms to Chief Minister Arjun Singh.
He came like a conquering hero.Tall and lean, dressed in the uniform of the police he had fought hard for years, dacoit king Malkhan Singh's farewell to arms in the town of Bhind in north Madhya Pradesh before an awed crowd of 30,000 had all the trappings of a Roman triumph.
It began in 1964 when 17-year-old Malkhan was picked up under the Arms Act. Eighteen years later, the dacoit and his gang were the most feared in the region and had amassed a total of 94 police cases, including 18 cases of dacoity, 28 of kidnapping, 19 of attempt to murder and 17 cases of murder.The number of kidnappings carried out are believed to be much higher as, after a victim's release on payment of the ransom, police assistance is rarely sought. When the surrender was ultimately negotiated, Malkhan himself carried a price of Rs 70,000 on his head.
In the Chambal there is unfortunately little difference between a hero and a dacoit and Malkhan's gang had earned a lot of respect because it had fought over half-a-dozen 'encounters' with the police and had come through relatively unscathed. Another point in his favour was that he never participated in the kind of massacre dear to the hearts of Phoolan Devi and Chhabiram Pothi of Uttar Pradesh or Ramesh Sikarwar of Madhya Pradesh who shot dead seven men earlier this month. Says Malkhan today: "I have no sympathy for people who massacre innocents." But his gang was extremely active otherwise - in the three years from 1976 to 1978, 24 cases were registered against his gang but in 1979 the number rose by a staggering 38.
Malkhan's rise to infamy took quite some time. In 1970, he was charged with murder but was acquitted for lack of evidence. In 1974 and 1975, three cases of dacoity were registered against him but Malkhan continued to be in the regional ruffian class. The crucial year was 1976, when a series of incidents pushed the fledgling dacoit closer to a confrontation with Kailash Narayan, sarpanch of his village, Bilao. To begin with, Kailash's men had testified against Malkhan in the murder case. Secondly, one of his supporters was allegedly responsible for carrying away one of Malkhan's female relatives. Thirdly, Malkhan, a deeply religious man, was furious with Kailash's encroachment on some land attached to a tiny local temple in Bilao village. Lastly, Kailash had Malkhan, who was then sarpanch, removed from the panchayat because of his criminal record.
The story of Malkhan Singh, and his grand finale, illustrated the tragic fact that while violence will always be condemned, the men for whom it is a way of life will almost always be hero-worshipped. The denouement at Bhind was reminiscent of a Hindi cinema, except that the roles had been reversed: the villain became the hero.
