The fans in the Reolink NVR are very loud. However, it is possible to replace them. This model from Noctua https://amzn.to/3WnHXow is very quiet. For connection, the low-noise adapter https://amzn.to/3FV8y5l is recommended, as well as a 3-2 PIN adapter (NA-AC2).
