CONTAINS SPOILERS A (somewhat) short tutorial on completing one of the last quests in Fallout New Vegas for the NCR quest line. To do this quest, you must have all the other quests in this line done. You can get the first quest in this line from the NCR Embassy at the very end The Strip in New Vegas as long as your fame with the NCR is good enough.
Remember, this quest is only possible to do if you side with the NCR and not Caesar's Legion. You must also not help the Yes Man Take complete control of The Strip, or the NCR will refuse to work with you.
This is one of many quests where it is not completely evident to the player what to do at first, and many may struggle with it at first.
