What you are seeing here is a clip from the 1949 American musical romantic comedy film "Neptune's Daughter", directed by Edward Buzzell, but that is not what you are hearing. What you are hearing is a high-quality audio track of the same version of the song used in the film which was released sometime in the 1990s, and this does not have the spoken dialogue on it, so the first half of it is instrumental. In the film, this track is played at exactly the same time you are hearing it being played in my video, but the long instrumental intro is mixed very low, so that the spoken dialogue which occurs at the same time is easy to hear and understand.
I have not been able to find out the year this audio track was released. The earliest release I could find which features it is a 1997 compilation album titled "Academy Award Winning Music From M-G-M Classics" by various artists. This song was written by Frank Loesser. This track features the M-G-M Studio Orchestra conducted by Georgie Stoll. The second half of this track, which features the singing, was released as a single in 1949, although it featured a short instrumental intro which this track does not contain. Bizarrely, the Wikipedia page for the song implies that this single does not exist, and claims there were eight recordings of the song released in 1949, all by other artists. I have made two other videos which feature this same scene. One of them features the entire scene, which includes more footage this video does not include, and this includes another version of the song that begins when this version finishes and is performed by Betty Garrett and Red Skelton. The audio quality of that video is not nearly as good as that of this video, as it simply uses the original audio track from the film. It therefore includes all of the spoken dialogue that you do not get to hear in this video. Here is the link:

I have not been able to find an official presentation of the lyrics to this song, and the transcripts I have seen on lyrics websites have all been very inaccurate. Presented as a pinned comment below and as optional subtitles in the video is my own transcript of the lyrics, for which I have used those transcripts found on lyrics websites as a guide.
