This ADF Training from https://www.fireboxtraining.com/oracl... demonstrates how to create dynamic navigation using a menu model. A menu model is an XML file that defines a hierarchical structure of your pages. Once you create the menu model, you then create a page template or page fragment that references the menu model using a navigation pane and navigation pane node stamping. You can then create individual .jspx pages that use the page templates or page fragments.
