I mistakenly said the Remover is an Acid, it's actually a Alkaline. The Acid is in the Brightener, which effectively neutralizes the pH of Benjamin Moore Remover. I added the Benjamin Moore Remover and water into my pump sprayer then sprayed the Deck boards.
I'm going to use my Rockwell RK4245K Vibrafree Orbital Sander to sand it and I will stain it with Benjamin Moore Arbor Coat Deck Stain.
