Requirements:
1. Win against the real Byakko Leader in Mirage Tower and get his badge.
2. Your Digimon partners' combined main level must be under 30. So if it's too much, you have to drop some of them out of your party for the moment. If all of them already have over 30 level alone, you should get another partner from some other DRI and do it with him alone.
