UPDATE: Since recording this video demo, Microsoft have updated delay delivery so that the date and time stamp is the scheduled time it sends, NOT the date and time when you originally scheduled the email.
Your Outlook does need to still be open though for the email to send at the date and time set.
This video demo will show you how to schedule an email in Outlook to send at a later date and time.
