In research, hybridity refers to the interface of government, business and civil society through distinct modes of ownership, competing institutional logics, diversity of funding and multiple forms of control. For many reasons, theories of governance cannot provide us with unambiguous models on how the hybridity of society ought to be governed and, respectively, what the roles and value-creation mechanisms of different actors, be they government agencies, business companies, or nonprofit organizations, could be. While different institutional domains have a role in how intended aims of public policies and societal missions ultimately transpire, governments have fundamental problems with understanding why, how and with policy impacts this occurs. This presentation discusses hybridity and hybridization in governing societal activities by addressing emerging relationships, rationalities and value conflicts among different actors. We introduce important results from prior research and explore the role and impacts of institutional hybridity at different levels of society.

Jarmo Vakkuri is Professor of Local Public Economics, and the director of the research group on Public Financial Management at Tampere University and visiting Professor at Norwegian School of Economics. His research concentrates on performance management, hybrid governance, urban policy-making, and institutional change in public sector reforms. Vakkuri is the co-author of the book Governing hybrid organisations (Routledge), a co-editor of Hybrid governance, organisations and society – value creation perspectives (Routledge), and a co-editor of Accounting and Public Governance – Exploring Hybridisations (Edward Elgar, forthcoming). He is the director, and partner in several projects on the ambiguity of performance management, government reform policies and city development, Associate Editor of Journal of Public Budgeting, Accounting and Financial Management, and Guest Editor of special issues in scientific journals, such as Financial Accountability & Management, Accounting, Auditing and Accountability Journal and Australian Journal of Public Administration. Jan-Erik Johanson is a Professor and director of research group of Administrative Science at Tampere University, Finland.  His latest publication Mission-oriented innovation policy as a hybridisation process appeared in Science and Public Policy. He has co-edited and co-authored books Hybrid governance, organisations and society and Governing hybrid organisations both by Routledge. Johanson has also compiled a book Strategy formation and policy making in government, by Palgrave. He is also one of the coordinators in International Public policy Association (IPPA) ICCP conferences in panel “policies for hybrid governance” and in Special Interest Group on “Governing and managing hybridity”, in International Research Society for Public Management (IRSPM).In addition to being passionate about hybrid governance and strategic management his interests include team-based organisations, public policy, and social network analysis.
