Is NVIDIA Purposefully Limiting VRAM?

If so, why are we not talking about expandable memory on GPUs. If we’re okay with a GPU taking up 2.75 slots, having multiple 8-pin connectors, and being priced over $1k USD, shouldn’t consumers have options to upgrade (GDDR DIMMs or GPU sockets)? Why is Game Clipping So Hard?
