Rare footage of Ustad Sarahang delivering a speech

In this rare available video of Sartaj-e Musiqi Ustad Sarahang in which he is not singing, we see him addressing a large crowd among which well known artists are seated. Translating the speech of Ustad e Mohtaram is beyond our humble pay grade and we would really appreciate an enlightening translation of his precious words least some main points, as only a vague idea of the patriotic and political tone of the discourse and poetry is caught, presumably with regard to the communist regime.
