Fallujah: Reconstruction Work Begins 2004

They're still fighting in Fallujah - days after America said it had retaken control of the rebel stronghold: the artillery bombardments continue. even though much of the city has been reduced to rubble. But if the US Marines were aiming to destroy Fallujah in order to save it - they have now entered the second phase: sending in civilian affairs teams to collect bodies and begin assessing the reconstruction.
