The Best Character in Fallout: New Vegas is One You Never Meet

Been playing through Fallout: New Vegas for the first time. Based on everybody's recommendations, I tried to gravitate to the areas that have the best storylines and characters. I went to Joshua Graham, Ulysses, Mr. House... but none of them fascinated me as much as a "father in the cave".
