When I scroll up on
When I scroll up on the pad ,the web page scrolls down
the scrolling go up and the page goes down

#You have not find the "Device Settings" tap in your mouse settings ?
then you have to find out the manufacture of your pad like "Synaptics" or "Elan"
& then search Google for the application,install it & you will find that tap in your mouse settings
#Download Synaptics Mouse-pad Software

#or go to your laptop manufacture's website & search for your laptop & download the mouse pad driver.if you followed this tip you can download the driver with much smaller size.
#If your options to reverse scroll direction are disabled, disable smart zoom first.
#for those who can't find the option even when installing the driver, go to "personalize your computer" , then "change mouse pointers" and then you should see the tab with "synaptics". at least in mine it was the only way to find the option to disable the revert scroll :) still gratefull for the video thanks
#For those who this didn't work for at first (like me) the device settings is somewhere else. On my computer instead of being under the mouse settings, I had to look up device settings in the search bar (next to my name on the start screen). Then once I was in device settings the mouse category was right below device. Click on it and the 5th option down is reverse scrolling directions and just click to turn it on!
#disable "zoomPerfect" at bottom and not "pinch zoom" under multi gesture options. This worked.Cheers
#Another Place to Get these Settings on HP
Control Panel,,Harware,,Devises and Printers,,Mouse,,Then HP Control Zone Settings Tab,,Then HP Control Zone Settings Button. Once there all the settings can be changed for the touch pad.
