The free hair tool addon is called GBH Tool made by Gixo and allow you to use curve or mesh for your hair object with faster editing with just a few clicks.
You can also create hair strands, stylized hair mesh, and hair cards for video games and Vertex color-based hair distribution on surfaces with Full UV map control (uniform or separated by length)
