The best way to do this is to go all out and attract the attention of the enemies and get them to come to your position. Aside from a few enemies that are a little hidden you will get most of them if you just shoot away.
At the beginning, turn around and kill the first two enemies
Once you come up the stairs at the second rail tracks, turn left and get the 2 SLEEPING ENEMIES (4:28). After shooting your way through the bridge, enter the tunnel were you're attacked by a railcar.Go down the stairs on the right hand side and you will see an enemy holding 3 Red Army soldiers in a cell. WAIT UNTIL HE SHOOT'S THE FIRST GUY (8:15) until you kill him and the other two. If you take out the guard first, it will count as a rescue and the three red's can't be killed anymore.
Go back up the stairs and continue through the tunnel. Make some noise and you won't have any trouble finding the rest.
