Set up Hardware Transcoding for Plex on Synology DSM 7

As of right now, hardware transcoding does NOT work through Synology's GUI for Plex on DSM 7. With the help of Plex team member ChuckPa, these instructions will allow you to install Plex through the package, then setup a Docker container to read those shares and use hardware transcoding.
