Jersey City took a first step toward a new zoning plan that Mayor Steve Fulop says would boost affordable housing in New Jersey’s second-largest city. The city council Monday approved the first reading of a new ordinance that would require developers to designate between 10% and 15% of new units as affordable. It’s the city’s second attempt at such an ordinance.
