Dēvīyāṇ is a poem praising the energy/devi prakrti of the Supreme Personality of Godhead. It was composed approximately 450 years back by Mahātmā īśardāsjī.
* The Harīras praises the "Energetic" (Lord Krishna) and the Dēvīyāṇ; Lord Krishna's "Energies" (prakrtī).
The sun cannot exist without the sunshine, nor the sunshine without the sun. We say, "the sun is in my room"—even though the sun itself is many miles away—because the sun appears in the form of its Energy (sunshine). Therefore the “Energy” (the sunshine) and the “Energetic” (the sun) are Simultaneously One and Different. Similarly, the Supreme Lord Krishna, the “Energetic" (Lord Krishna) and his “Energies” (devī prakrtī) are Simultaneously One and Different.
This is an analogy used to define that Mahātmā īśardāsjī composed the Dēvīyāṇ praising the “Energies” (prakrtī) of Lord Krishna (the Energetic) and Not to any particular "Feminine Form" of a hindu Deity.

The "known" reason Mahātmā īśardāsjī composed the Dēvīyāṇ:
Ishardasji, a Charan by birth was a staunch Vaishanava who spent every moment of his life in devotional service to Lord Sri Krishna, he always chanted the Lord’s holy names and always praised the Lord’s supremacy. The Harīras, the famous poem praising Lord Sri Krishna as the Supreme Personality of Godhead is one of his great compositions.
It is known that during one of Ishardasjis’ visit to the wonderful city Dwarka, he had an opportunity of having the darshana of Lord Krishna along with his consort Sri Rukmini devi. Ishardasji having paid his deep obeisances to Sri Sri Rukmini Dwarkadhish, once again praised the Lord by chanting the vedic hymns and with his wonderful poems — which brought a smile on the lord’s lotus face. Seeing the deep love of Ishardasji for the lord, Sri Rukmini devi asked him to present a poem praising the Supreme Energy (devī prakrtī / mulaprakritī / shaktī) of Lord Krishna. Thus, Ishardasji composed the Dēvīyāṇ which praises the Supreme Energy (devī prakrtī) of the Supreme Lord Krishna which is present everywhere having no end or start, controlling the whole manifestations of all the universes.
