Why Is Skilling DEAD (Osrs)

Osrs skilling is dead, this is said on the daily, but we are going to explore and ask why?
In old school RuneScape skilling was one of the main things to do, now its commonly seen as a chore to those trying to max. just wanting to pk or pvm. what changed ?
