South Korea Randomly Bans Shorting, Citigroup Plans Layoffs

In a surprise move yesterday, South Korea suddenly banned short selling despite an apparent lack of any particular emergency to justify such a move.  Elsewhere US megabank Citigroup is reportedly planning to layoff as much as 10% of employees.
