City cops Ken and Ting imprisoned Ted the drug dealer ten years ago. Upon Ted's released, his men kill Ting for him. Ken is also trapped by Ted and is almost punished by the police force. Revenge is taken when Ken's family cannot escape and is poorly murdered. Although Mediator Dick is in love with Ted's girlfriend, to uphold justice, he cooperates with Ken in hot pursuit of Ted.
