Sid (civilian clothes) has flunked his dream of becoming an officer by freaking out during a high pressure (literally!) exercise - and is thus being escorted out of the naval base.
As you can see (and hear) Richard Gere has a lot to say about this, blaming tough-love drill instructor Louis Gossett Jr (Emil Foley) for not giving him another chance. Anyway, Louis Gossett Jr is great in this scene - scary! Must be over 30 years since I last watched this movie...
