Update: The build was able to do slightly, but measurably more damage using the charged trait on the off-hand of the dual-wield bar.  Nirnhoned on the main hand would not improve results for me.  So that would be precise with a flame enchantment on the main-hand and charged with a poison enchant on the off-hand.

Obviously the meta is a nirnhoned main-hand and a charged off-hand.  I usually recommend precise/precise as a simplification and because in practice average players(like me) are likely to get the best results with the precise setup most of the time.  The charged trait will only apply to a single target so in fights with multiple targets precise will do better.  If you've watched the videos you may have noticed I have a preference for things that work all of the time, not just some of the time.  Adding in  problems with interchangeability  and sets that function based off of crit chance  I will always lean toward precise as a first choice.
