Introduction:
F22 and PAK FA are both 5th generation fighter. They represent the very best of technology has to offer. The comparison will take the following into consideration:
• Stealth
• Maneuverability
• Radar
• Weapons

Stealth
Stealth technology also termed LO technology (low observable technology) is a set of techniques which can camouflage a aircraft against detection by things like radar, sensors etc
Achieving stealth against radar:
Winner: F22
Achieving stealth against infrared scan:
Winner: F22
Achieving stealth against own signals:
Winner : F22
Achieving stealth against detection from communication signal:
Winner : F22
Overall winner in Stealth : F22
Maneuverability
Winner: PAK-FA
Weapons:
For beyond-visual-range (BVR) combat:
Winner : Tie
For Within Visual Range (WVR) combat

Close range combat:

This fight is to close to call. The win-loss will be determined by many factors which are as follows:
• Presence of friendly or enemy AWACS in the airspace
• Skills of the pilot
• Where the combat is taking place- over friendly territory or over enemy territory
• Numerical superiority.
F 22 is operational whereas PAK FA is still in testing phase. F22 has time to upgrade things like avionics till PAK FA is deployed.
F 22 has be discontinued from production due to hight cost and currently U.S.A has 187 operational aircraft.
F 22 cost 340 million per unit where as PAK FA is expected to cost 120-130 million per unit. This aspect is very important as more PAK FA could be build & deployed,giving it numerical superiority.
F 35 seem to be no match to PAK FA
With the rise of PAK-FA, U.S.A will have to rethink it strategy regarding the discontinuation of F22 production
