STORYLINE:

When Roh Moo-hyun takes office as president of South Korea on Tuesday, the two issues at the top of his agenda will be North Korean policy and relations with a country he has never visited: the United States.

Roh, a human rights lawyer who is untested in global affairs, begins his five-year term at a crucial period for South Korea.

In the two months since his December 19 election, amid rising tension on the Korean peninsular over North Korea's nuclear weapons development, Roh has made clear he is not like most South Korean presidents.

He has called for a more equal partnership with Washington and bluntly questioned the U.S. policy of pressuring North Korea over its nuclear programs.

Roh has publicly opposed the use of any force to resolve the nuclear issue and has promised to continue engaging North Korea.

But in an apparent move to distance himself from criticism of his predecessor, the new president said he would rename his government's policy of engagement with the North.

Instead of the "sunshine policy," Roh will refer to "the policy of peace and prosperity."

South Korea's "sunshine policy" with the North has come under heavy criticism in recent months.
