Carbon is a non-metal which has 4 valence electrons (that means 4 electrons in its outer shell, the second). Oxygen is also a non-metal, with 6 electrons in its outer shell (the second shell) Each of the unpaired electrons on an oxygen atom will pair up with an unpaired electron from carbon. This forms two double bonds, which are difficult to show in a Bohr-Rutherford Diagram. I show them as in the overlap between the two circles representing the second energy levels.
