If you are not able to open certain websites in Safari then what you do is, go to "Settings" at first. Go to "Safari". Go to "Advanced" here. Go to "website data" and what you can do, at first remove "Remove All website Data" and then "Remove Now". So, once you have done this one what you do, go to "Settings". Go to "Screen Time" here. Scroll down. Go to "content & privacy restrictions". Go to "content restrictions" here. Go to "web content" and make sure that you have selected this option "Unrestricted Access". If you have selected Limit Adult websites or else if you have selected this option then what happens is some of the websites might not open. So, make sure to select this option Unrestricted Access. Now for certain category of websites you might have to use VPN in order to sites in safari.
