“We are also convinced that the progress and prosperity of this region is best served by a staunch adherence to a rules-based order. UNCLOS (United Nation Conventions on the Laws of the Seas) 1982 is particularly important in that regard as the constitutions of the seas. All parties must adhere to it in its entirety both in letter and in spirit. I take this opportunity to firmly reiterate India’s support to the Philippines for upholding its national sovereignty.”

“India and the Philippines have a very deep interest in ensuring a free, open, and inclusive Indo-Pacific Ocean. And it's in this region, and it is in this context that we are having extensive discussions regularly on defense cooperation, security cooperation. Mainly also with a view to supporting international rules-based order.”

STORYLINE:
India’s Foreign Minister Subrahmanyam Jaishankar held talks Tuesday with his Philippine counterpart Enrique Manalo in Manila.

Jaishankar emphasized the importance of adherence to international law and "rules-based order", commenting on the latest incident between the Philippines in China in the disputed South China Sea.

“I take this opportunity to firmly reiterate India’s support to the Philippines for upholding its national sovereignty,” Jaishankar told a joint news conference with Manalo.

Last week, the Philippines said Chinese coast guard ships backed by a military helicopter attempted to block two Philippine government vessels carrying scientists.

China, the Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping territorial claims that have erupted from time to time into brief confrontations in the South China Sea.

“India and the Philippines has a very deep interest in ensuring a free, open, and inclusive Indo-Pacific Ocean in this region,” Manalo said.  

The repeated high-seas confrontations since last year have sparked fears of a larger conflict that could put China and the United States on a collision course.

The U.S. lays no claims to the busy seaway, a key global trade route, but has deployed Navy ships and fighter jets in what it calls freedom of navigation operations that have challenged China’s claims to virtually the entire South China Sea.

The U.S. has warned repeatedly that it’s obligated to defend the Philippines — its oldest treaty ally in Asia — if Filipino forces, ships or aircraft come under an armed attack, including in the South China Sea.

Jaishankar, who is on a three-day visit to the Philippines, is also expected meet with the Philippine President Ferdinand Marcos Jr. and other top officials.
