Add a Plane: Start by adding a plane (Shift + A Mesh Plane). This will be the base on which the grass will be placed.
Enter Edit Mode: Tab into Edit Mode (Tab key) and subdivide the plane several times (W Subdivide). This will give you more geometry to work with.
Add Particle System: Go to the Particle Properties tab (the particle icon) in the Properties panel. Click on "+ New" to add a new particle system to the plane.
Adjust Particle Settings:
Type: Set it to Hair.
Number: Increase the number of particles to control the density of the grass.
Length: Adjust the length to determine how long the grass strands will be.
Randomize: Use the random settings (under the Render tab) to add variation to the length and rotation of the grass.
