The primary owner can do everything except remove himself as primary owner.
Owners can do everything, including pick a new primary owner.
Manager cannot invite new people, cannot accept YouTube network partnership invitations, and cannot delete the channel. They can do everything else like upload videos, edit videos and delete videos.
