German Chancellor Helmut Kohl and his opposition rival, Gerhard Schroeder, went head to head during parliamentary debate in the Bundestag on Thursday.

The direct confrontation came less than a month before the country goes to the polls, in which Schroeder is tipped to win.

While Kohl touted his achievements of the past and the younger Schroeder lobbied for moderate change in the future, neither presented any new ideas.

This was the closest German Chancellor, Helmut Kohl and the man who wants his job, Gerhard Schroeder, would get to a head to head debate.

Kohl refused to appear on a live television debate preferring to take on his rival in the confines of the Bundestag - the only direct confrontation between the two before the elections on September 27.

Their heated arguments in the German parliament were triggered by a household draft presented to parliament by Finance Minister, Theo Waigel, the day before.

Neither campaigner presented new ideas, but Kohl touted his experience as a statesman at a time of global uncertainty while his younger, slicker rival presented himself as a force for moderate change and a fairer society.

Schroeder seemed bored and sat impassively through Kohl's rambling 80-minute speech that focused heavily on his historic achievements such as German unification.

Kohl defended accusations that his policies created the German split in the first place and difficulties in the communist East.

"Of course the people had expectations which could not be fulfilled in that short period of time. But it's also natural that the country is blossoming piece by piece. Well go and have a look at the Opel factory in Eisenach yourself."

Kohl continued the history lesson of his leadership - much to the delight of his party members.

"We admit that by 1989/90/91 we weren't in the situation to present a perfect programme, and we made mistakes. I often said that, and not least I have been governing and I'm responsible for the mistakes. But in the basic issues of the nation our (the C-D-U party) navigation was right. I would never have thought of a responsible politician, a governor, voting against the treaties."

When it was Gerhard Schroeders turn to hit the floor, he hit it hard.

In one of his sharpest attacks so far, he said Kohl's speech focused only on the past and that he was incapable of handling the future.

"Mr. Chancellor, you held a very long speech. It was a speech on the past, and everyone who listened to us and you will have thought that you have difficulties dealing with the present."

Pointing to Germany's 4-point-1 million (m) jobless, he accused Kohl of breaking his promise to unemployment when he first took power 16 years ago.

He lashed out at cuts in social and health programmes passed by Kohl's centre-right coalition and accused them of widening the gap between rich and poor.

Kohl promised continued reforms to preserve Germany's welfare state and accused the Social Democrats of promising new funding for social programmes that the country couldn't afford.
