#Construction and #Demolition waste (C&D waste) management is crucial because it can contain a variety of waste, including solid waste, land waste, plastic waste and even hazardous waste such as asbestos and lead. Construction and demolition waste is generated from the construction, repair, renovation, and demolition of houses, large building structures, roads, bridges, piers, dams etc.

Requirements for setting up a Construction and Demolition Waste Management

Many of the C&D #waste #management facilities are being established in PPP mode and need a robust network of stakeholders like builders, #contractors, waste collection centres, Urban Local Bodies etc. So, apart from the tie-ups with urban local bodies for managing waste in a city, operators of C&D waste management facilities must also coordinate with other Waste management facilities like bulk waste #recycling and processing facilities dealing with components recovered from C&D waste.

• The site must be fenced or hedged and provided with a proper gate to monitor incoming vehicles or other modes of transportation.
• The approach road and the internal roads must be concreted or paved to avoid generating dust particles due to vehicles and designed to ensure the unobstructed movement of vehicles and other machinery.
• A weighbridge must be installed to measure the quantity of waste brought to the landfill site.
• Fire protection devices and other facilities as may be required must be provided, as well as provision for storm water drains to prevent stagnation of surface water.
• Provision of paved /concreted surface in selected areas in a recycling facility for minimising dust and #damage to the site, along with a vegetative boundary around the processing or recycling site.
• Provision for treatment of effluents from the unit to meet the discharge norms as per #Environment (Protection) Rules, 1986.

The documents that will be needed for obtaining #authorization for the C&D waste Management Facility. These can include
• PAN Card of the Authorized Signatory
• GST Certificate
• Layout plan
• Process flow chart
• Details of the machinery installed
• Proof of ownership of site or rent/lease agreement
• Factory license/trade license

Steps involved in Registering C&D Waste Management Facility

Documentation and Application Fee:  To set up a processing or recycling facility of construction and demolition waste, an application in form 1 has to be made to the concerned SPCB/PCC.

Document Scrutiny: All relevant documents will be scrutinised at the Member Secretary's level to assess the proposed site's capacity and disposal capacity.

Issuance of authorisation: State Pollution Control Board (#SPCB) or Pollution Control Committee(#PCC) grant authorisation to the C&D  waste Management Facility in Form III as specified under these rules after examining the application.

The Duties of the Waste generator

The C&D waste includes surplus or damaged products and materials that arise during construction work or are used temporarily during on-site activities of the waste generator. Many cities are recognising the importance of processing C & D wastes. A Waste Generator includes any person or their association, institutions, residential and commercial establishments, as well as Indian Railways, Port and Harbour, Airport and Defence establishments who undertake the construction of or demolition of any civil structure and generate construction and demolition waste.

The duties of the waste facility operator

So, as stated earlier, the applicant must submit the annual report to the State #Pollution Control Board in Form II of the rules. The waste generator is responsible for the collection, and segregation of concrete, soil and others and storage of C&D waste generated, as directed or notified by the concerned local authority. Apart from this, the operator needs to fulfil responsibilities such as:

• Ensuring that other waste (such as solid waste) is not mixed with this waste and is stored and disposed of separately.
• Ensuring that If the waste generated is 20 tons or more in one day or 300 tons per project in a month, he must segregate the waste into four streams, i.e. concrete, soil, steel, wood and plastics, bricks and mortar, and submit their waste management plans.
• Ensuring that construction and demolition waste is kept within the premise or gets deposited at collection centres under the local body.
