Across the past few years, the Centers for Medicare & Medicaid Services (CMS) has added new requirements for plans serving Medicare and Medicaid members to implement member advisory committees. Growing out of requirements in PACE and Medicaid LTSS programs and more recently for Medicare Advantage Dual-Eligible Special Needs plans (in 2023), member advisory committees are now expanding in Medicaid and other health programs. Plans, stakeholders and policymakers alike have increasingly recognized the importance of incorporating member voice and feedback into program operations, and decision-making for health equity and quality ratings improvement. These broadening requirements and growing focus require health plans to rethink how they are investing in and using member Advisory Groups.
