Westward Christmas Start-up

Another find from a Philips tape - an N1700 this time - a weird and somewhat depressing Westward Christmas start-up.  There was a very long pause between the caption and the video which I've truncated but which suggests the caption was TX'd from the transmitter.  Another oddity is that the listed programmes do not feature in any TV listings we've looked at, making the year of transmission difficult to pin down.
