Hurricane Specialist Brad Reinhart discusses how Potential Tropical Cyclone Advisories can be issued by the National Hurricane Center before a weather disturbance becomes a tropical cyclone and to communicate that the system poses a risk of wind or storm surge to land areas.  Brad shows how this NWS policy change has helped provide greater lead time for people to prepare for tropical cyclones that form close to land.
